I find SEMRush to be by far the best! No need to double up and get Ahref’s too, there’s not much Ahref’s can do that SEMRush can’t – but not to downplay Ahref’s too much, it’s a good tool as well.
I personally get by fine using the other free tools, including the monthly freebies you get from Moz (check out the Moz Toolbar extension for chrome too, it’s free and really good)
The only other I would recommend purchasing is Screaming Frog, but only if you deal with a large and complicated site! If not, the free version will do just fine.
Ubersuggest is awesome too, but you can use that for free as well!
Otherwise, I’d say, save the budget, use it for marketing assistance such as content creation or (if you’re careful) link building.
Oh, and a bit off topic but… Monday.com for project management is a life saver! I’d maybe use a bit of the budget for that if you need to.
SEMrush and Ahrefs. Nothing else.
