Basically, Google understands the topical strength of each website, and if the site gives an external link to a contextually irrelevant page that is out of its topical strength, the link juice passed gets severely affected.

If an SEO agency built backlinks to a site using Private Blogging Networks or through random article submissions, Google might not enforce a manual action. 

However, these links will not improve the search rankings, and there is a high chance that Google may demote such pages.
