Don’t listen to generic advices “make good content and links will come” it doesn’t work like that.
It’s either
1. External PAID links of decent quality
2. Internal link building and working around topical authority

But there are a few conditions like the other website should be related to your niche, The content is related to your website where from you are getting backlinks,And most people forget to check the Spam score of websites while creating backlinks, this is very bad in terms of SEO.
Try to create or hire someone like to create good Tier 1 backlinks. Target High DA PA or .EDU backlinks like Harvard, Umich, Washington state university, etc. These are very powerful.

The value of a link will be roughly proportional to how difficult it is to obtain. If the link is easy to obtain, it is probably worthless.
Ignore advice based on third party metrics such as DA and anything from someone who references “web 2.0.” Most guest posting is pointless.
Buying/bartering/creating links isn’t infinitely sustainable. The longer you manipulate, the higher the likelihood of getting caught. The sooner you learn how to earn links the more likely you will succeed in the long run.
Have a solid game plan for creating content superior to that found elsewhere. Yeah, I know it’s difficult.
Figure out how to get the word out, there is no single strategy for this.
And also figure out as quickly as possible which people offering advice are full of sh!t. Probably at least a third of the comments on SEO threads offer bad or misleading advice.
