Which situation would be against Google’s Terms?

Let's say someone already has a working store and advertises its product with Google. Then they would create another store selling similar products that don't exist in the other store. Do they have to create a new Merchant Account? Can they advertise the same products or it absolutely has to be different? I have been reading that it is against Google's t&c to have multiple store advertising the same products. Would using a new IP address and a totally different business address be able to circle around Google so they don't find out?

You can only run one domain in each GMC account. If you have 2 stores and they have different domains, you would need two GMC accounts.

Don’t even think about trying to game the system with a new IP and business address. Google’s algo is way smarter than that. Create a new Merchant Account, but make sure the products are distinct enough to avoid duplicate content flags.
