Nobody knows how heavily either one is going to be weighted when Google rolls out its update sometime in 2021, so focus on both or whichever you feel is more strongly impacting your visitors.

The ones regarding the amount of time it took to load. There are a few metrics for this, I would say these are the most important in regards to using metrics to judge the quality of a page.

I’d say page load speed, time to first content full paint, etc.
Make the website as fast and responsive first to lay a solid foundation, then build off of that

All I know is I spent a couple weeks retooling my site to get perfect scores and my traffic has subsequently collapsed.
Careful with that stuff. It might not be worth it.

CLS. Not for any reason other than it really, really, REALLY annoys me.
Google hasn’t said (as far as I know) the weight of each of the metrics. So, prioritize by impact and available resources to fix the issue.
