Regarding your silos, are you following hub and spoke while implementing a proper internal linking structure?
It might be worth verifying your site with Google, Bing, Baidu, and Yandex. Bing is a default search engine for some voice search tools and ranking with them could help.
You mentioned not having any backlinks which could be your problem as well. Search engines like Bing have more weight on factors such as those. Also, when linking Bing to your site you should also try their Clarity tool to look at CX on the site to streamline navigation.
Also, noticed you mentioned HTTP and not HTTPS…. make the switch if you haven’t.
Try established social media for all of these sites and linking it to their corresponding pages as well as creating a GMB for them if applicable. After verification you have a $200 ad spend budget to mess around with for each site.
Schema is also important and I did not see it in your post (I skimmed). Add plugins to do the face value schema for you and throw in a specialized page here or there. Ex: FAQ schema page with the best questions relevant to niche (VERY LOW KD, Highest volume, since you have no backlinks)
Outside of this, I would suggest having an external eye look at your sites. Having someone fresh look at things could help something you might have overlooked.
At the end of the day you can make offerings to Google all you want but the search engine and ranking is a cruel mistress that even experts have a hard time understanding now and again.
