Update an article ranked at the top of page 2 on google? Or repost?
I have an article that is number 11 on google so at the top of page 2 for google. Is it better to update this with some new content? or to re-write it, improve and repost it completely?

I would update it for sure. If it’s at 11, it is doing something right, and you just need to do some additional polishing like adding structured data or increasing the amount of content on the article.

Page 2 for what ? It probably gets loads of long tail traffic if the content is rich. Maybe add a video and point some internal links to it , from the homepage if you haven’t already . Might give it a little push

Definitely upgrade it. If you re-post it, it’s going to take significantly longer for the new post to start ranking.
