Please help super confused…
I’m trying to set up a campaign right now for my web agency but this stuff is hard and confusing lol. Should I separate “web design” and “web designer” into different ad groups or will both keywords rank if I only put down one of the keywords?

Those are fairly broad, so first of all I’d add all of the negatives for the keywords you don’t want to show up for: “what is web design”, “most famous web designer” or similar, and wouldn’t use plain broad as a match type.
As for intent, it is different in this case so I’d create separate ad groups with different ad copy
