On Google Ads, does manual bidding still trigger “bid strategy learning” mode? Or are changes immediate?
Targeting impression share for 100% visibility at the top of the page, but now the campaign is in “bid strategy learning”. What is there to possibly learn?
Would doing manual bidding achieve the same results faster?

With any change, you need to have Google place you in auctions and see if you will win that auction. That is why Google needs to learn when you make major changes.
