    Wait… you don’t want to be put in a decision making process if the drop or rise in traffic was due to algorithm or site change.

    Might be the best time for the move, actually – ie. get all your ducks in line before the next one hits. Just make sure you wait a week or so your stats/rankings have normalized.

    If there is no change in URL’s of the website, you can move it anytime…

    Ideally, it would be best when there is no update going on so if there are any issues you can more easily troubleshoot them, however, Google doesn’t always announce updates ahead of time. Anytime you pick an update could be announced the next day, so you are screwed anyhow.
