To track with GA4 you should put your GA4 tag in your site and you can choose between putting it manually or using the GTM.
Then you can link it to GAds but it does’t matter if you used GTM or not.
It’s up to you.

If you are seeing all the events you want to specifically track coming through in GA4 and are able to report accordingly then you don’t need GTM for that.
If not then use GTM to create them.

If you have a lot of custom needs, GTM gives you that ability. And I think it makes other implantations so much easier. But if you don’t need a lot of customization now, you can always move your configurations to GTM later.

GA4 does not track View Through, so Ads Tags are still the way to go.

GTM and GA serve two different purposes. GTM is a tag manager for managing all sorts of tags including GA.

Gtm is enough for Google ads I believe.

GTM is also control for the ability to install tags from other sources. The events can be handled in GA4 but adding additional tags should be done in GTM so you aren’t waiting on a dev or prod to install.
