I don’t think so, because when you upload your data there is an option that pops up, which asks you for your data’s source. There are options like 3rd party/agency data too.

Do you have the consent of the users in that data to use as a custom audience?
99% of the time the answer is no, which means if you are in a GDPR territory or California for CCPA, this is not legal nevermind getting into FB’s policies.
And it is just not feasible to work like this anymore when it comes to data.

You cannot target anybody that hasn’t opted into your email newsletter or other communications. This includes lists from any other sources.
Whether or not FB can figure out the list is purchased is speculative. I know Google has ways to do it as we’ve seen accounts with disapproved remarketing campaigns/lists.

I no longer see the option to select 3rd party data. I just see the option to upload customer lists.
