how to run 2 websites in 1 google ads?
Should I create a new conversion tag for the new website?
also when I use TARGET ROAS or another strategy method how to be sure that it will not use data from website 1?

Unless these 2 sites are related or from the same company… run them out of 2 ad accounts.
You can create a conversion goal for each site. Then for each campaign, pick the goal for that site in the campaign settings. The only campaign type you can not do this for is shopping campaign.

In most cases its recommended to open multiple ad accounts, you can manage them from an MCC.
If your sites are kind of small and you just want to setup campaigns real quick, you can of course also advertise multiple sites in one ad account. Make sure, your conversion tags are setup properly, the conversion tags will then assign the conversions to the correct campaigns.
