Google Ads not spending, and ROAS not as expected.
I’m running 19 campaigns 2 search, 2 display, 12 Performance max, 3 shopping for “Tops and Bottoms USA” but they are not spending budget and not performing as per our expectations.
I don’t know how these campaigns spend budget and perform.

If your PMax and standard shopping campaigns are not working. Either your shopping feed needs work and or your campaign set up is wrong. The site is selling name brand products, which should have decent search volume. The only other blockage could be your budget is to small for all the campaigns.
Instead of trying to run all these campaigns at once. I would turn off display campaigns. Focus on getting my shopping campaigns to work and be profitable as that is likely where most of your revenue and conversions are going to come from. Once those are in place, you can work on making your search campaigns better.
