Just found out my site is spammed by domains from servers in sweden, is there a free tool to find them all so I can disawow them because I got hit by a algorythem penaltiy

If Google doesnt care why did my sites postition drop from 2nd to 16th in 48hours and has been there for a month now… (after being 2nd for over 15 years) – coreweb vitals and search console say everting is great?
