For a new campaign, should I create an ad group with the same phrase and exact match?

So lets say I have 10 terms, have them set as exact and phrase match, and put them in one ad group (20 kws ). Eventually, the cpcs might be higher due to the duplicate, but with a bid strategy, surely it will favour the bids to the better performing keyword, and I also have the added benefit of the phrase match picking up new keywords as well (I know exact match does have similar variants etc).

There is no issue in having exact and phrase keywords in the same ad group. CPCs don’t go up just because you have both types. CPCs are higher or lower depending on multiple factors such as competition, relevance, Google signs etc Isolate keywords in Exact Match when there is a good reason for it.

Yes, and anyone who tells you different is still calling it “AdWords”. SKAG setups are useless today, and phrase match acts like Broad used to.

This is a typical setup (themed ad groups) although you may find that some exact match keywords simply don’t get any traffic… just pause those.

You can directly go with phrase, let the campaign run for a week or so and then add the exact keywords that get you conversions.
