FB ads not performing in learning stage…
Long story short: I was running ads for my t-shirt business at $70/day, getting 3x roas and about 7 purchases per day, hit “limited learning”, so I bumped it up to $250/day which started the learning phase. It’s been running for 2 days now and it has dropped to a 0.2x roas, and about 1 purchase per day. Losing lots of money. Is this a natural phenomenon in the learning stage?

Maybe you have exhausted your audience set. How many people are you targeting?

Bigger budgets tend to make Facebook try all sorts of deep experimentation in my experience. It has renters learning as there has been a substantial change to budget (usually 50% change either way triggers this) and so the algorithms are starting out once again with a much larger margin for error in a way.
It should even out to good results once again but may take much longer than the $70 phase
