Does Google recommend using a single <h1> in your content for SEO purposes?

    Yes. absolutely.
An H1 can be considered the title of your page. If your page feels like you should have more than one title, then you should consider having more than 1 page.

Yes. See it as a newspaper:
H1 Headline that tells the reader what the story is about.
H2 Sub subject of the headline.
    H3 Sub sub subject…
    H2 different Sub subject… etc.

If you’re asking because you want multiple big titles on a page, than just make your H2 tags as big as your H1 Tags. Google doesn’t care how big the titles are. It just wants to understand as good as it can what the subject of a page is.

To tack a related question onto this one – what tag should I be wrapping the name of my website in, if I have it in text rather than a logo image?

I’d prefer to have a different h1 per page for better SEO but am lost as to what I should use for the site name that’s displayed in the header on every page.
