Does Google consider those links to be dofollow?

It depends if the forum makes it follow or no follow. That said, Google hates forums, they used to love them, they now really do not like them. Which is kind of sad consider how much great information is buried in them, but I guess the signal to noise ratio there is too low.

Often forums links are spammy in nature and can harm your overall SEO in Google’s eyes. I would not suggest spam forums.

And no, google does not consider those links as nofallow, code does.

If it’s your own profile on a forum you use often and your site is relevant to the topic of the forum? Sure, no harm in that.

If you’re outsourcing this to a link building company who are just going to create hundreds of dummy accounts and make junk posts with your URL in the signature? Extremely bad idea.
