Can I put any domain name into Google Search console and see the issues?
I’m not an SEO pro. Just learning to do for my brothers company. He recently had a talk with a SEO guy who does everything on his own. He sent him a screenshot of 6 issues that GSC was reporting to have on the site. When I looked it up the same day it only showed 4.
Did he or I do something wrong when look at GSC?

No. Best bet for domains you don’t own is using third party data like SEMRush

You have to verify ownership of a site before GSC will give you data on it.

He was probably using PageSpeed Insight, which is a tool Google offers. With it you can check any website, yes.
Search console, on the other hand, you need to verify ownership and other people cannot access it.
