Blocking VPN international users on Google Ads (Smart Display/RDAs)
Hi all –
One of my clients is receiving tons of international inquiries. The ads are for a university with a small enrollment size and few international students in the program we’re advertising. To be clear, the school loves international students and encourages them in many other programs but for this particular degree we want to focus on US students (for now).
The problem is we’re getting tons of traffic from other countries. Many of the ones I’ve spotted so far are using PSINet as a VPN.
Is there any way to exclude a VPN so this ad budget isn’t wasted on users who are unlikely to enroll?

If they share a domain from these VPNs you could excluded those domains?
