I had a client who thought like you, he left me and after only one month started calling with “one minute” questions – I quickly blocked his phone number and WhatsApp.

I also have clients that only ask for setup, and I know to both quote them accordingly and build a setup that requires minimum optimization – so we both are happy in the long term.

Otherwise, most of the setups I do are kinda half baked because I know I will optimize stuff later that is unknown in the beginning.

For best results you should ask this question your ppc partner in my opinion.
