It depends on the campaign type and the audience type. Generally, it’s better to only split campaigns if there’s a good reason for that. But let’s say your campaign runs on remarketing audiences, then adding another remarketing audience usually isn’t a problem. Consolidating your campaigns helps the bidding algorithms.

If you are trying to add something new to the game, then you must have to check what that new is putting impact , so make a new campaign for that Z and check what that Z campaign is giving you if you think having Z is profitable then you can add that with XY later on.
