Video Ad with swipe up website page

I recently encountered with the ad on Facebook where when we open an ad video and swipe up there is a fully loaded website. Anybody know how to make it. Anything will b appreciated

One thing I want to clear here I am not talking about story ads. I am talking about **feed ads**

Sounds like “pre load”
Snapchat has this feature and a lot of people don’t like it because it causes false signals in GA.
