No leads at all?

I‘m running Bing search ads for a business insurance broker, however we do not get any leads at all and I am struggling to see why. Maybe one of you has ideas.
Keywords all exact match, manual bids, cpc around 3-4€, CTR 8-12%, search terms 95% correct – very good negative keywords. 90-100% impression share, 60% top IS, 60% click share.
Around 45-60s activity on page.
We had 3 leads in January, none since.
Please help, I am out of ideas.

Insurance traffic can burn budget fast if the intent matching is even slightly off. One weak step in targeting or landing page trust kills conversion completely.
