From your experience, is a lack of H3s potentially detrimental to SEO performance, or are these small potatoes questions that don’t have a huge impact? I’m wondering if my tactics are outdated.

Too many does exist, they will just lose their value. I would recommend just putting them naturally within your text, but its fine(good) if you make sure your keywords are in there.

H2 no, but H1 yes! I look at it like writing an essay. I have my title (H1) then my main subjects (h2). If I need to break down a subject even further I use H3 tags to highlight those points. Obviously, I use lesser header tags if I need to.

    It doesn’t matter at all.
These elements hold a small weight.
