For a small budget, neither. Save your money.

I’d definitely stick with Google first if your budget is tight. The search volume in the UK is just way higher there, so you’ll get more consistent data to actually optimize your campaigns. Bing can be alright for cheap clicks, but honestly, it’s usually just a nice bonus once you’ve already got your Google side running well.

Small budget is relative. Generally Google outperforms MS Ads for online shops both in terms of scale and returns.

If your budget is so small that you cannot generate a healthy volume of sales you will struggle for consistant performance.

Google with 300% target ROAS. Up if getting clicks but no sales, lower if you’re maximising budget and want to increase.

Define what a small budget is? May not be worth running paid ads at all if the budget is too small. All things equal, Google Ads has a better shopping ads product then Microsoft ads.
