If I have one GDN ad group that uses topic targeting, and another that uses placements, will they compete against each other?

The topic targeting is so broad and high reach/low quality that it will steal all the budget and not low the placements to shine. I’d avoid topic targeting personally.
Well, I’d avoid the GDN because it doesn’t do anything but steal your money, but that’s another conversation ????
