How should I target my website/instagram page? (Video Art for musicians)

I want to advertise mainly on IG/Facebook and some on Google/Youtube.
I don’t know which audience to target to be honest, should I go globally? Target places like Los Angeles where there are a lot of artists? let Facebook do it’s thing automatically?
Also, I heard most of these platforms like to keep users within the platform, thus it might be cheaper and better to make to come to my IG profile than my website, is that right? -

I’d probably start with Google Search Ads and show your ad when people in major cities like LA search for high intent keywords like “visual artist for hire” or “visual artist freelancer” or “video visual effect artist” etc.
