Most ecom brands are better off on tROAS for Google shopping. When in doubt, set a max unless you don’t care what Google bids.

For standard shopping, I would start with ECPC bids and adjust those as you acquire conversion data. If you’re getting at least one conversion a day for a few weeks you can switch to max conversion value. Establishing a tROAS would be a next good step after another month or so.
