Google ads CTR keeps Dropping despite of trying all optimization Methods

\- New Ads
\- Increased bids
\- Changed Match Type
\- New Assets
\- Increased Budget
\- New Keywords
I have done Everything that we can do for optimization still the CTR is stuck on 6 % since past 4 weeks, Google support is not helping with anything they keep saying that the campaign is perfectly optimize has anyone else face this issue and how do you resolve this ?

how have you changed the targeting? What data are you monitoring for targeting?

If you are bidding for max conversions, why are you looking at CTR as your kpi? How is your conversion rate and conversion value?
