City Pages Question

So I am in the middle of changing my site over from wix to wordpress (rookie mistake I know). I initially made almost 200 city pages and realized that is very difficult to keep up with. I am looking for help on the best way to consolidate into 10 city pages, but I do not know the best way to do so.
I am initially thinking since the 10 larger areas will encompass the 200, I can 301 from the 200 to the 10 and have the 200 cities listed with keyword? I then plan to blog post about each smaller city and when internally link from the city keyword to the blog post. This way the content isnt duplicated like it currently is in the 200 pages.

Would this be value or added or is there a different strategy I should try? I am not sure if listing out 20 localized keywords per larger city page would be bad or not. any help would be greatly appreciated!
