How to get more engagement

I just started an Instagram account for a niche community. I follow people who have hundreds of thousands of followers in the community.

Right now only about 100 friends and family follow me. I try to use best practices I see in terms of what hashtags I’m using, the content I deliver and the schedule of posting. I never get any likes or follows.

I’ve started engaging more in the community by following others and commenting but to no avail. How do you build more engagement? Are there tools I should be using?
