When I google "mortgage lender chicago", below are the top 3 web pages that I get from the search results. All three have different performance scores. How does Google take these into account when deciding how to rank web pages? What weight goes to each?

Website Rank Performance Score Accessibility Best Practices SEO
    Website 1 1 88 94 96 85
    Website 2 2 32 85 74 100
    Website 3 3 87 91 89 92

I belive these metrics have no impact on the rankings. I saw a site with all red in the pagepseed test that went from 0 traffic to 8 million in this last update.

it is a complex algorithm that cannot be justified by 3 number or even 100 numbers. no one knows the weight of any ranking factors. everyone is guessing as we don’t have access to the algo. plus what you listed isn’t anything you got from Google or numbers they use to rank sites. no one has access to that information
