Yes. You’re telling Google, for the same amount of spend, get me “value” at a higher ratio. This will likely lead to Google to stop bidding on lower ROAS segments in order to drive the total ROAS higher.

Google will slap you in the face and shut down your campaign traffic. Or possibly in reverse order.

Nice experiment idea and in marketing we should do new experiments regarding the campaigns. If I was you, I will increase the ROAS slowly and gradually.
