    My initial thought is that CTR isn’t that important to an advertiser. All advertisers care about is CPA. That’s a broad overstatement, but its largely true.

    I have seen ads where CTR is high, but post click conversion to the desired result is extremely low. The net effect of this is that a poor performing ad sucks up all your spend and kills performance. I find this happens when the banner is a little too catchy, and not focused enough on your product, resulting in people clicking on it that aren’t actually in your target audience.

    You need to find a creative that drives conversions after the click. Then you can focus on CTR to maximize spend for that performing message.
