    When I see the avg target ROAS is higher than my target, but my ACTUAL ROAS is below my target, should I lower my target? Or keep it?

    Not sure to understand what you mean by your average road target higher than your target ROAS. Are you changing the ROAS target during the frame period of time you are looking at ?

    If you’re current ROAS is below you’re target, it depends if it’s the case during all the time period, only actually and not before ? If you are happy with the current ROAS despite it’s lower than the ROAS target, you can lower a bit.

    I wouldn’t lower it, give it some time to hit the target and feed your campaign with good data as well as doing your negatives (if this is a standard shop) and optimize your product feed. Once you see that target being hit or constantly beat then raise by 10-20%
