    Targeting people outside a state who are interested in a state

    So I’m setting up a search campaign for people outside of Colorado who are searching for a particular service in Colorado.

    In my “local” campaign, we’re using generic service keywords like “attorney” and limiting the geo targeting to people in Colorado. The idea is to set up an “outside Colorado” campaign with keywords like “Colorado attorney”.

    How would you geo target this?

    My instinct is to target “Colorado” and set Location Options to “People Searching For Your Target Location”.

    Would it be better to target the other 49 states and exclude Colorado?

    In your location options select people in or showing interest in your target location. That will target the people who aren’t in the state but are searching for Colorado attorneys. If you want that to exclusively show to people outside of Colorado, add that as an excluded location.

    You’re probably better off running it as a separate campaign instead of relying on Google’s interpretation of interest especially if you are going to use geo-modified keywords. However I think this is a good use case for a campaign experiment.
