  not spending a dime in learning phase

  I have created 10+ interest based adsets at 10$ each, each audience being around 10 million people.
  24 hours passed, learning phase with no ads/adsets being shown to any people. What is there to do?

  So you’re not getting any impressions or reach currently? My first thought is that your budgets are too low. It will be hard for the learning phase to find people who fit your criteria with that low of a budget.
