Former seldom works this day and age (Google is getting really good at spotting this kind of thing), and it’s easy to spot with a regular backlink audit. Latter is tricky, as it could involve any number of things, from noindexing your content via meta or robots.txt to random redirects and even cloaking your pages.
Regular audits, integrity checks and properly protecting your backend should take care of detection and prevention, while a good backup strategy and the ability to disavow backlinks in bulk will take care of the rest.
Speaking of damage, it’s usually pretty mild, unless your own SEO efforts were borderline black hat to begin with.

Use disavow tool, to request google to not consider those as backlinks.
