  I am launching a site targeting Canadians (.ca), should I seek a Canadian host?

  Subject says it all. Will I have a better chance of ranking if my hosing IP is Canadian?

  No, IP has no effect on SEO.

  What you should be cognizant of is server location. Making sure your server is near your users will reduce latency and improve site performance, which is a ranking factor. Your other option is of course to use a CDN
