How to organically build tier 2 links?
I watched somewhere that it is advisable to build altleast 3 tier 2 backlinks per page from average DA sites, now the concept that i don't get is are you supposed to only pay for these links if not how do you build links naturally on to your page , and do mentioning high authortative sites for content reading relevancy also helps? ( can you refrain from the regular "high quality content " answer?)
