5000 a month. Sounds like an agency with good reputation and references. Just try to find another one (really good) and pitch it to your boss. Why do you need to spend a tone of time and hold scary thoughts about scamming?

I’ve done both in-house SEO and SEO at an agency. 5k a month isn’t actually that crazy, in fact, that was on the low end of clientele at the agency.
However, after doing SEO at both, no one should be able to guarantee you on the first page of Google placement, as anyone who actually works in SEO would know that it is impossible to guarantee. With how often Google changes, the rise of AI, etc. things are constantly changing, and it takes literal years of many factors coming together, not just SEO, to rank.
