Google search ads location targeting advice

Hi all! Just looking for expert advice really if possible. If I wanted to target a specific town or city with Google search ads but would also like to target rest of the country with the same ads/offering, would anyone suggest duplicating the wider net campaign (all locations) and then change location settings to a specific city in the new campaign? The Key is to have the ad copy highly relevant therefore the new campaign would focus on having the specific city in headlines and copy along with location keywords too. Ideally, Location keywords would still be included in the first campaign so it still captures anybody outside of the city but is looking for services in that particular location.

    Campaign 1 All locations England
    Ad group – CV writing
Keywords – CV writing, Cv help, Cv for job, cv writing london, cv writing Manchester

    Campaign 2 – London
    Ad group – CV writing
Keywords – London cv writing, cv writing, cv help

    Thanks in advance!

You can certainly do this. But make sure you make London a negative location for the first campaign so you keep the segmentation clean.
