Global customers, but initially targeting UK services – Should I start with .com and redirect .co.uk?

I’m launching a website that sells consulting services to global customers around the world looking to enter the UK and US markets. My goal is to create a lot of SEO-optimized content to drive website traffic.
I will probably target customers looking for UK services first, but then move to those looking for US services after I’ve started to increase my UK web visits. I have both the .com and .co.uk domains and had a few questions:
1. Since the majority of potential customers are not located in the UK or US, should I start with the .com and just redirect the .co.uk to that domain? Or should I start with the .co.uk since I’ll be focusing on that market first?”
2. My server is currently based in the UK (assuming this is ideal since global customers will be googling “UK services,” but does this matter since the majority of customers will be based outside of the UK? Should I update this once I start looking to drive both UK and US Google traffic?
3. As I start launching content for both US and UK services, is it SEO-friendly to just create localized subfolders from one website (let’s say the .com domain) and keep the content together, or is it safer to just build out both domains as a standalone website (with content specific to each market)Would really appreciate any thoughts!
