Does this cause an SEO penalty?
Client has a list of words like what I have listed here at there bottom of their webpage. We have like 50 page like this. There not even links. I know its bad to do, but how bad is this?

Loads of sites rank extremely well using that method BUT they’re all linked to other pages throughout the site.

It’s keyword stuffing basically so I suggest you to Google what it means and what will happen.

Yes this is so outdated and was addressed many, many Google updates ago. Write for humans, not for search engines. That ranks better than keyword stuffing.

Keyword Stuffing may cause Google Bot to think your site is a Spam Site. So, you have to be creative on how to place your keywords throughout your website without sounding spammy.

It’s not bad at all. As long as you have a time machine to go back 20 years when this shit worked.
