Client gave me access to email to create google ad account
So they gave me access to the gmail and told me to create a google ad account but the problem is if my account is suspended, google will consider it as policy violation? cause it looks im creating another account

Theoretically that account could be tracked to your IP and/or MAC address. Probably nothing to worry about but your client should have the wherewithal to create the account themselves. Also, only they should have knowledge of the full credit card details.

Try resolving the previous account suspension as it always hang over your shoulder. Last thing you want is to get your clients accounts suspended because your IP address is blacklisted by Google bots.
