You can use alt and title tags for that.

Image alt text is meant to describe an image to someone with accessibility issues, such as someone who has poor vision. If the text is useful and relevant sure. If it is deceptive and spammy the big G will pick it up.
Bare in mind it is likely search engine bots can tell roughly what images are and gauge relevance.
How much a site can get away with depends on its’ current reputation and standing.

Is this an infographic? Why not just leave the bullet list in the body copy after the image?
