  Can we submit both site maps or only one ?

  I mean there is a main sitemap _index and there are sub site maps like for page and category. All the sub site maps will be under the main sitemap. So it is good to submit the main sitemap and sub site maps as well or we should only submit the main sitemap so that the crawler doesn’t have to crawl through all the same links again ?

  Just submit the main one to Google Search Console.
