  Campaign level vs Ad level Target CPA

  My Campaign has a Maximize Conversions bid strategy.

  I set up a and Target CPA at the Campaign level, and each Ad within the campaign also has his own Target CPA.

  What Target CPA will Google try to reach? The Target CPA of the Campaign, or each of the different Target CPAs of the Ads?
